Position Overview
We are seeking an experienced ETS Transition Manager to lead a critical technology migration initiative for our client. This Technical Program Manager will be responsible for orchestrating the transition from the legacy ETS II SAP Concur platform to the new GO.gov federal travel management system. This role requires a unique blend of technical program management expertise, deep knowledge of government travel systems, and hands-on experience with enterprise integrations.
Key Responsibilities
Program Management & Transition Leadership
- Lead end-to-end program planning, execution, and delivery of the ETS II to GO.gov migration
- Develop comprehensive transition roadmaps, timelines, and milestone schedules
- Coordinate cross-functional teams including technical staff, business stakeholders, and vendor resources
- Manage program risks, issues, dependencies, and mitigation strategies
- Facilitate stakeholder communication and executive reporting on program status
- Ensure transition activities align with federal travel regulations and compliance requirements
Technical Integration & Migration
- Oversee the design and implementation of system integrations between GO.gov and existing ERP systems
- Manage XML-based or JSON data exchange configurations and interface mappings
- Coordinate data migration activities including cleansing, validation, and reconciliation
- Ensure integration with financial systems for authorization and voucher processing
- Validate system-to-system connections
Government Travel Expertise
- Apply knowledge of federal travel regulations, per diem, and compliance requirements
- Understand travel authorization workflows, voucher processing, and reimbursement cycles
- Ensure platform configurations meet government-specific travel needs
Change Management & User Adoption
- Develop and execute change management strategies for end users and administrators
- Coordinate training programs for travelers, approvers, and system administrators
- Create communication plans to ensure stakeholder awareness and readiness
- Support organizational readiness assessments and adoption metrics
Required Qualifications
Technical Experience
- 5+ years of technical program management experience leading large-scale system implementations or migrations
- Proven experience with ETS II (E-Gov Travel Service) and SAP Concur Government Edition
- Strong understanding of XML-based integrations and data exchange protocols
- Experience with ERP system integrations, particularly in travel and expense domains
- Familiarity with API integrations, data mapping, and system interface design
- Knowledge of FISMA security requirements and federal IT compliance standards
Government Travel Expertise
- Deep understanding of federal government travel policies and regulations
- Experience with travel authorization, booking, vouchering, and reimbursement processes
- Familiarity with Federal Travel Regulation (FTR) requirements
- Understanding of government-specific travel workflows and approval hierarchies
Program Management Skills
- Demonstrated success managing complex, multi-stakeholder technology transitions
- Excellent stakeholder management and communication skills
- Experience managing vendor relationships and contract deliverables
- Ability to manage multiple workstreams and competing priorities
Preferred Qualifications
- Familiarity with SAP Concur API and integration architecture
- Experience with federal shared service migrations
- Experience with PeopleSoft Financials
- Agile/Scrum methodologies experience
- Government contracting experience
